The poster you see in the picture below is one of the many posters that can be seen throughout the Tokyo subway, which try to teach people how to behave on the subway. In the case of the image poster asked to do that (make-up) at home. I saw another sign that a boy sitting with legs spread lar, listening to music and pouches to the side if I remember correctly, what we mean is that we respect others and sit leaving room for others.
In this second sign my comment I think it makes sense, because when you are angry you can not sit because there are one or two bad sitting occupying most of the account, but the poster you see the girl does not seem bad makeup . The girls put makeup on the subway usually have the bag with the things of makeup on them and go make-up. To me this does not bother me at all.
